Ad set

An ad set is the middle level of a Meta campaign. It holds the settings that decide delivery: audience, placements, schedule, optimisation event, bid strategy and, with ad set budgets, the budget. Each ad set contains one or more ads.

Also called: Meta ad set, Facebook ad set, ad group, ad set level

An ad set is the middle layer of Meta's three-level structure: campaign, ad set, ad. The campaign sets the objective. The ad set decides who sees the ads, where, when, and what Meta optimises for. The ads inside it are the creative people actually see. Google Ads calls the equivalent level an ad group.

What lives at each level

Level What you set there
Campaign Objective, special ad categories, and the budget if you use Advantage+ campaign budget
Ad set Conversion location and event, performance goal, bid strategy, audience, placements, schedule, attribution setting, and the budget if you use ad set budgets
Ad Format, images or video, copy, headline, call to action, destination URL and tracking

Why the ad set matters

The ad set is where Meta's machine learning happens. The learning phase is tracked per ad set, and Meta looks for about 50 optimisation events in the week after a significant edit to exit it. That has practical consequences:

  • Fewer, bigger ad sets usually learn faster than many small ones, because each gets more conversions.
  • Significant edits to an ad set, such as changing the optimisation event, large budget changes or audience changes, can restart learning.
  • Overlapping ad sets that target the same people compete with each other in the auction.

How many ad sets should a campaign have?

There's no fixed rule, but the budget should be able to feed each ad set. A simple check: daily budget per ad set ÷ your typical cost per purchase × 7 gives the purchases each ad set can produce in a week. Example: ₹3,000 a day per ad set at a ₹600 CPA gives about 35 purchases a week, below the learning-phase guide of 50. Two such ad sets would learn faster merged into one at ₹6,000 a day.

Monthly budget Common structure
Small One campaign, one broad ad set, several ads
Medium A prospecting ad set plus a separate test ad set
Larger Several ad sets split by country, product line or test

Ad sets and audience settings

Most audience choices are made on the ad set: Advantage+ audience with optional suggestions, or original audience options with locations, age, detailed targeting and custom audiences. Placements, including Advantage+ placements, are chosen here too.

Common mistakes

  • One ad per ad set. Meta has little to choose between. Several distinct ads per ad set usually work better.
  • Too many ad sets for the budget. Spend gets spread too thin to learn.
  • Duplicating ad sets to scale. It can work, but each copy competes with the original for the same people.
  • Editing every day. Let an ad set run long enough to judge.

Frequently asked questions

What is an ad set on Facebook?

An ad set is the middle level of a Meta campaign, between the campaign and the ads. It holds the audience, placements, schedule, optimisation event, bid strategy and, if you don't use a campaign budget, the budget.

What is the difference between a campaign and an ad set?

The campaign sets the objective, such as Sales, and can hold the budget with Advantage+ campaign budget. The ad set decides delivery: who sees the ads, where, when and what Meta optimises for. One campaign can contain several ad sets.

How many ads should be in an ad set?

Several genuinely different ads, often three to six, give Meta real choices without spreading spend too thin. One ad leaves Meta nothing to choose between, while dozens of near-identical ads waste budget on variations that won't get a fair test.

Does editing an ad set reset the learning phase?

Significant edits can. Meta lists changes such as the optimisation event, targeting, creative, bid strategy and large budget changes as ones that may restart learning. Small budget changes and pausing for a short time are less disruptive.
